In terms of the Health Service Act section 5, membership of Board shall consist of a full-time Executive Chairperson; and not less than three full-time and not more than two part-time members appointed by the Minister. The majority of members shall be chosen for their ability and experience in health service delivery or administration: Provided that the Minister shall appoint as a member at least one person registered as a legal practitioner in terms of the Legal Practitioners Act [Chapter 27:07].
Dr Paulinus Sikosana is the Chairperson of the Health Service Board. He is a Medical Doctor with more than 20 years’ experience in Public Health Medicine, health systems strengthening, strategic planning and health sector reforms in developing country settings. He holds a Doctor of Medicine (MD) from the University of Dar es Salaam in Tanzania, a Master’s in Public Health (MPH) from the johns Hopkins Bloomberg School of Public Health in the USA, a Master’s in Business Administration (MBA, Heath Executive) from Keel University in the UK and a certificate in Risk Management from the Institute of Risk Management in the UK. He is a Fellow of the Royal Society for Public Health (FRSPH) and an International Society for Quality in Health Care (ISQua) Expert.
Professor Auxilia Chideme-Munodawafa is the Vice Chairperson of the Health Service Board appointed in June 2018. She is a Nurse Scientist who graduated from Zimbabwe with a Registered Nurse Diploma in 1969, a Nurse Midwife diploma in 1978, and a Nurse Administration diploma – 1989. She has over 50 years of clinical experience working both in health care delivery systems in Zimbabwe and in the USA, Cleveland Ohio. About 15 years of this experience is in the academic field of teaching in various health care programs at Universities in both Zimbabwe and in Cleveland Ohio, USA. Professor Chideme-Munodawafa also is a holder of BSN, MSN Dual Major’s degree in Nurse Practitioner ;Health Policy obtained from Case Western Reserve University in 1995 ; 2007 respectively. She lived and worked in Cleveland Ohio post PhD graduation for over 10 years before re-locating to Zimbabwe were she was recruited by Africa University as the first Professor in Nursing in Zimbabwe, was appointed to Assistant Dean in 2012-2016, acted Dean on several occasions, again becoming one of the 1 st nurses to rise to the level of Assistant Dean/Acting Dean at the time in Zimbabwe.
Auxilia Chideme-Munodawafa has served on several boards, both nationally and internationally. The following are some of the boards; The Zimbabwe Open University Board; 2014-2017: Africa University Board, 2016-2017: The Notre Dame College Board, USA, 2008-2010; The National League for Nursing Accrediting Commission for Universities, USA, 2004-2010; The International Society of Nurses in Cancer Care (ISNCC) 1996- 2004; 2010-2014, representing Africa and The Middle East, The Zimbabwe Cancer Registry Advisory Board, 2010- Current, and many others. Her Board Membership has seen her travel extensively to countries such as; England, Israel, Norway, Australia, Abudabi, Brazil, ,Canada, Singapore, to name but a few for conferences and research activities. She is a member of the Zimbabwe Nurse’s Association and Zimbabwe Nurse Midwives since their inceptions. Professor Chideme-Munodawafa is also an inaugural member of the East Central and Southern College of Nurses, and a member of the Ohio and Hospice and Palliative Care Associations. She serves on several Editorial Boards as well as supervision of PhD, and continues to teach Health Policy and Ethics by invitation.
Mrs Sefelipelo Bhebhe is a Full Time Board Member at the Health Service Board (HSB), she was appointed in June 2018. She is a Public Health Nutritionist with great expertise in Nutrition and Public Health activities and have worked as a Programmes Manager for Nutrition projects under the Ministry of Health and Child Welfare in Matebeleand Province for 15 years. She graduated at the University of Sierra Leone, with a BSc Degree in Nutrition education. She also graduated with a Master’s in Public Health (MPH) from the University of Zimbabwe- School of community medicine. She has wide ranging experience in Water, Sanitation, Health, and Hygiene Promotion (WASH) and have been involved in the coordination of WASH activities at National level. She is the former Board Chairperson of Gwanda Provincial Hospital.
Dr Stanley Mungofa is a Full Time Board Member at the Health Service Board (HSB). He was appointed in June 2018. He is a physician with a Post-graduate qualification in Public Health. He has wide- ranging experience in the health sector having worked at various Zimbabwean health institutions from junior hospital clinician rising through ranks at District and Provincial levels for 25 years. He graduated with a Doctor of Medicine (M.D) at the Superior Institute of Medical Sciences of Havana, Cuba in 1990. He was Deputy Director Health Services City of Harare from 2002-2005, acting town clerk (C.E.O) City of Harare 2006-2007 and also served as the Director, Health Services City of Harare from 2008 to 2015.
Ms Mercy Sibongile Gwaunza is a Part Time Board Member at the Health Service Board (HSB), she was appointedin June 2018.Sheis a registered legal practitioner, notary public and conveyancer. She has wide- ranging experience in these areas of legal practice, commercial law, labour law, civil litigation, arbitration and conveyancing. She graduated at the University of Zimbabwe with a Bachelor of Law HonoursDegree. She was once a member of the Trustee of the Law Society of Zimbabwe Compensation Fund from 2012 -2015.Currently, she is a member of the Panel of Arbitrators for the World Bank, International Centre for Settlement of Investment Disputes where she has been serving since 2013.
