JOB SUMMARY

Responsible and accountable for the national pharmaceutical services and operations in the Ministry.

 

DUTIES AND RESPONSIBILITIES

  1. Spearheading the formulation, review and implementation of pharmaceutical policies and regulations to guide public and private sectors.
  1. Coordinating the development, implementation, monitoring and evaluation of national pharmaceutical service policies, strategies, goals and objectives; and to periodically review the relevance and adequacy of the same and take appropriate actions as necessary.
  2. Formulating and implementing protocols and standards as guides and initiate periodic review of the same as necessary.
  3. Monitoring adherence to the National Medicines Policy, the revision of EDLIZ as appropriate and adherence to guidelines for donations of medicines
  4. Evaluating the effectiveness and efficiency of service delivery methods and procedures and take appropriate action.
  5. Ensuring the development/application of an efficient national electronic medicines logistics management system
  6. Coordinate the quantification of national essential medicines and medical supplies
  7. Managing the development and administration of the department’s budget;
  8. Coordinating the development of pharmacy personnel training programmes
  9. Ensuring the availability of essential quality drugs and medical supplies (pharmaceuticals) at the right place and at all times.
  10. Managing and maintaining a medicines surveillance system in conjunction with the health information system.
  11. Liaising with the national medicines supply company and the Medicines Control Authority to ensure effective drug quality assurance program.
  12. Ensuring inter-departmental collaboration and effective contribution to regional and international organizations.
  • Contributing to general health sector policy formulation, review and planning process.
  1. Preparing pharmaceutical monthly, quarterly, annual & other plans and reports.

 

QUALIFICATIONS

  • Degree in Pharmacy/ Pharmaceutical Sciences or equivalent
  • Master’s degree in Pharmacy/Pharmaceutical Sciences or any other related field
  • A minimum of 6 years of progressive Pharmacy working experience preferably encompassing administration in health services, two (2) years of which should be at Deputy Director level preferably in the health/ public service
  • Registration with Health Professions Council (HPC)
  • Experience in drugs supply management systems is an added advantage

DIRECTOR PATHOLOGY & LABORATORY SERVICES

JOB SUMMARY

Responsible for assisting the Director in providing technical and managerial leadership in the delivery of Pathology and Laboratory Services.

Duties and Responsibilities

  1. Coordinating the development, implementation, monitoring and evaluation of National Pathology and Laboratory Service policies, strategies, goals and objectives; and periodically
  2. Coordinating disease outbreak investigation and undertaking routine disease surveillance.
  • Providing administrative support and professional advice on Pathology and Laboratory Services in the country
  1. Ensuring compliance with all legislative directives, guidelines and protocols with regards to Pathology and Laboratory Services.
  2. Developing materials for capacity building in disease surveillance, outbreak investigation and clinical laboratory services
  3. Providing mentorships and support supervision in clinical laboratory services, surveillance and disease outbreak investigations.
  • Undertaking operational research in pathology and laboratory services
  • Analysing laboratory data and produce periodic reports to inform policy.
  1. Monitoring and evaluating the effectiveness and efficiency of pathology and laboratory service delivery.
  2. Developing risk analysis and disease response plans.
  3. Leading in the establishment and monitoring of Biosafety and Biosecurity systems.

 

QUALIFICATIONS AND EXPERIENCE

  • MBChB, Degree in Medical Laboratory Technology/Science or equivalent
  • Master’s Degree in Pathology or a Clinical Laboratory discipline is a must
  • A minimum of 10 years of relevant professional experience, four (4) of which should be at management level
  • Registration with a professional body

                      JOB PURPOSE

Responsible for providing leadership, guidance and oversight to the Reproductive Health Services and programs.

 

DUTIES AND RESPONSIBILITIES

 

  1. Coordinating the development and review of Reproductive Health policies, strategies, goals and objectives based on national and global trends and the sustainable development goals.
  2. Monitoring the efficiency and effectiveness of service delivery methods and procedures and promote best quality practices.
  • Coordinating the development of reproductive health training programmes for the health workers and the general public
  1. Serving as a resource person in training activities as appropriate and assist in upgrading service protocols and maintaining high service delivery.
  2. Providing technical leadership in reproductive health programmes.
  3. Conducting reproductive health operational research and contribute to research finding dissemination and utilization.
  • Ensuring the provision of quality services through effective and efficient use of appropriate technology.
  • Managing the development and administration of the department’s budget, review and approve provincial plans and budgets
  1. Ensuring availability of standardized equipment, essential resources and supplies at the right place and at all times.
  2. Ensuring the integration of gender perspectives in all programmes.
  3. Preparing monthly, quarterly, annual and other plans and reports.

 

QUALIFICATIONS AND EXPERIENCE

  • A basic qualification in a Health field
  • Masters in relevant health field is an added advantage
  • A minimum of 6 years of progressive working experience, two (2) years of which should be at supervisory or management level.
  • Professional registration in appropriate field.

JOB SUMMARY

The incumbent will lead the Audit team in carrying out risk-based financial, operational and compliance audit programmes for the improvement of risk management, governance and control processes in the Ministry of Health and Child Care.

DUTIES AND RESPONSIBILITIES

  1. Overseeing the development of audit policies, strategies, plans and budgets and the implementation of annual strategic plans for audit programmes in the Ministry
  2. Ensuring the development and review of the Internal Audit Charter and Manual by the Accounting Officer
  3. Providing policy and technical guidance to Audit team and enforce conformity to Acts, Treasury Instructions, Circulars, standards and operating procedures (SOPs), International Standards for the Professional Practice of Internal Auditing and attendant Audit regulations
  4. Providing technical advice to the Accounting Officer on the improvement of operating systems and procedures in the Ministry.
  5. Overseeing the investigation and assessment of potential risks that hinder the provision of responsive service and designing safeguard measures against fraud and loss of Ministry assets
  6. Developing plans and budgets for Internal Audit and Risk Management programs in the Ministry
  7. Coordinating risk awareness initiatives amongst internal and external stakeholders
  8. Coming up comprehensive risk assessment strategy for the Ministry
  9. Liaising with local and international agencies to improve audit standards in the Ministry
  10. Facilitating performance appraisals, mentorship, capacity building and supervision for members within the Department and Ministry.

 

QUALIFICATIONS AND EXPERIENCE

  • A Bachelors’ degree in Auditing and Risk Management /Accountancy/Finance
  • Master’s degree in Auditing and Risk Management / Forensic Auditing/ Accounting/ Applied Accounting/ Professional Accounting and Corporate Governance/ Business Administration/Strategic Management/Leadership is a must
  • Member of the Institute of Internal Auditors of Zimbabwe or equivalent is a must
  • Professional qualification like full plus Full CIS/ACCA/ CIMA/CPA/CA (Z)/ IAC/SAAA is an added advantage
  • Must have at least 6 years’ experience at senior management level
  • Thorough knowledge of Public Service Accounting and Audit regulations and procedures as well as Public Finance Management System.
  • Good leadership and analytical skills.
  • Ability to handle confidential information and to work under pressure.

JOB SUMMARY

The Director of Oral Health is Head of the Ministry’s Department of Oral Health Services who is responsible for the promotion, organization, expansion and smooth running of the national Government Dental Services.

 

RESPONSIBILITIES

  1. Advises the Ministry of Health and Child Care on all matters relating to the national oral health status and services.
  2. Ensures that all policies of the Ministry are strictly adhered to by the staff at the dental centres in the country.
  3. Ensures that the dental professional and technical staff maintain high standards of ethical conduct.
  4. Ensures that there is high professional and clinical standard of patient care at all government dental centres.
  5. Creates and promotes in-service training programmes for all levels of personnel in oral health and create pamphlets or booklets for oral health education.
  6. Ensures that there is efficient intra-departmental communication by holding periodic meetings with members of staff at various dental centres of different levels nationwide.
  7. Establishes and maintains a current schedule of dental fees for all procedures that are carried out in the department and ensure that they are strictly adhered to by all centres
  8. Liaison and continued relationship with partners to the Oral Health Services Department
  9. Lectures, on request, to professional organisations
  10. Leading and supervision of research which will lead to evidence based decision-making

 

QUALIFICATIONS

The candidate aspiring for the post of Director of Oral Health Services should   have the following:

  1. A Degree in Dentistry from a recognized university
  2. A relevant Masters’ Degree a must
  3. Post Graduate training preferably in dental public health or its equivalent an added advantage.
  4. Minimum of five (5) years working experience, preferably encompassing administration in health services.
  5. Registration with Medical and Dental Practitioners Council of Zimbabwe

DUTIES AND RESPONSIBILITIES

  1. Provide national leadership, coordination and management of Reproductive, Maternal Newborn Child and Adolescent Health (RMNCAH) and nutrition programs.
  2. Coordinate the development of strategic documents for RMNCAH and Nutrition programs and ensuring that they are up to date.
  3. Coordinate the trainings in the RMHCAH and Nutrition programmes.
  4. Responsible for ensuring that these programs efficiently and effectively complement each other as well as interacting with other units and departments
  5. In close coordination with program officers and PMDs, directs and manages the planning of all the four programs and ensure their implementation, monitoring and evaluation.
  6. Continuously monitor and evaluate the effectiveness, efficiency, appropriateness and quality of RMHCAH and Nutrition service delivery methods, standards, protocols and operational procedures; identifying opportunities for improvement and taking appropriate action.
  7. Links MoHCC with academics with special interests in program areas.
  8. Development and administration of the departmental budget: mobilize resources, approve & monitor expenditures; implement budget adjustments as necessary.
  9. Develop and maintain systems that ensure effective and efficient utilization of essential resources.
  10. Provide administrative, managerial, technical and professional advice, leadership and direction in the area of RMHCAH and Nutrition services to the department and stakeholders.
  11. Ensure and promote inter-departmental/ministerial collaboration as well as participation at national, regional and international events.
  12. Promote and initiate relevant operational research.
  13. Contributing to general health sector policy formulation, review and planning process.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES REQUIRED

  1. MBChB degree or its equivalent
  2. A post graduate qualification in Paediatrics or Public Health.
  3. Specialist Registration With MDPCZ
  4. At least two years’ experience at a grade of Deputy Director Family Health or its equivalent such as PMCHO, PEDCO, DMO.
