JOB SUMMARY

Responsible and accountable for the General Manager Human Resources at the Health Service Board.

 

KEY RESPONSIBILITIES

  1. Coordinating the development and reviewing of HRH policies, Circulars, General Letters, HRH Procedures and Induction Manuals in the Health Sector
  2. Guiding employees on HRH personnel policies and procedures; ensuring compliance with personnel policies and procedures and recommending improvements to personnel policies and procedures
  3. Administering the human resource management information system (HRMIS) for the Ministry of Health & Child Care (MoHCC)
  4. Responsible for Human Resources Planning and talent management systems to support present and future labour demands of the Health Service
  5. Responsible for career mobility, employee separation and exit management and maintaining and ensuring security, accuracy and completeness of employee personnel and benefits records.
  6. Coordinating and reviewing the Departmental work plan; assigning work activities, projects and programs and reviewing and evaluating work products, methods and procedures.
  7. Advising and coaching employees on personnel-related issues and assisting Heads of Departments and Sections in handling employee relations issues;
  8. Participating in the development of Department goals, objectives and systems;
  9. Liaising with other Departments, and outside agencies on human resources issues

 

QUALIFICATIONS

  • A Bachelor’s degree in Human Resources Management or Bachelor’s degree in Social Science/Administration plus a Diploma in Personnel/Human Resources Management or HND in Human Resources
  • A Master’s degree in a Human Resources/ Business Administration/ Public Administration or any other relevant higher qualification will be an added advantage
  • A minimum of 6 years working experience as a Human Resources Officer of which two years should be at Principal level or equivalent.

DEPUTY GENERAL MANAGER-MONITORING & EVALAUTION

JOB PURPOSE

The Monitoring and Evaluation Officer supports the organisation in all data collection and analysis, activities to help ensure accountability and efficiency from start to finish for all programs and projects.

KEY RESPONSIBILITIES

  1. Monitoring service delivery in the Ministry of Health and Child Care.
  2. Monitoring and evaluation of the implementation of Health Service Board circulars, policy directives and recommendations.
  3. Monitoring the implementation of the provisions of the HRH Policies and Regulations.
  4. Monitoring the implementation of HRH retention schemes.
  5. Identifying any operational challenges in the provinces and Central Hospitals which require policy interventions.
  6. Providing professional HRH advice to all Human Resources practitioners in the Provinces and Central Hospitals.
  7. Monitoring the management of the decentralised HRH Recruitment database.
  8. Monitoring the implementation of the Personnel Performance System of the Integrated Results Based Management Programme.
  9. Conduct periodic HRH investigations as instructed by the Board.

 

QUALIFICATIONS & EXPERIENCE

  1. Bachelor’s Degree in Monitoring & Evaluation plus Human Resources qualification
  2. A relevant Master’s degree in Monitoring & Evaluation or relevant field will be an added advantage;
  3. A minimum of five years working experience in the health or health related services with a strong Human Resources Management background of which two years should be at Principal level or equivalent and
  4. A clean class 4 driver’s licence.

  4. A minimum of five years working experience in the health or health related services with a strong Human Resources Management background of which two years should be at Principal level or equivalent and
  5. A clean class 4 driver’s licence.
