JOB SUMMARY

Responsible and accountable for the national pharmaceutical services and operations in the Ministry.

 

DUTIES AND RESPONSIBILITIES

  1. Spearheading the formulation, review and implementation of pharmaceutical policies and regulations to guide public and private sectors.
  1. Coordinating the development, implementation, monitoring and evaluation of national pharmaceutical service policies, strategies, goals and objectives; and to periodically review the relevance and adequacy of the same and take appropriate actions as necessary.
  2. Formulating and implementing protocols and standards as guides and initiate periodic review of the same as necessary.
  3. Monitoring adherence to the National Medicines Policy, the revision of EDLIZ as appropriate and adherence to guidelines for donations of medicines
  4. Evaluating the effectiveness and efficiency of service delivery methods and procedures and take appropriate action.
  5. Ensuring the development/application of an efficient national electronic medicines logistics management system
  6. Coordinate the quantification of national essential medicines and medical supplies
  7. Managing the development and administration of the department’s budget;
  8. Coordinating the development of pharmacy personnel training programmes
  9. Ensuring the availability of essential quality drugs and medical supplies (pharmaceuticals) at the right place and at all times.
  10. Managing and maintaining a medicines surveillance system in conjunction with the health information system.
  11. Liaising with the national medicines supply company and the Medicines Control Authority to ensure effective drug quality assurance program.
  12. Ensuring inter-departmental collaboration and effective contribution to regional and international organizations.
  • Contributing to general health sector policy formulation, review and planning process.
  1. Preparing pharmaceutical monthly, quarterly, annual & other plans and reports.

 

QUALIFICATIONS

  • Degree in Pharmacy/ Pharmaceutical Sciences or equivalent
  • Master’s degree in Pharmacy/Pharmaceutical Sciences or any other related field
  • A minimum of 6 years of progressive Pharmacy working experience preferably encompassing administration in health services, two (2) years of which should be at Deputy Director level preferably in the health/ public service
  • Registration with Health Professions Council (HPC)
  • Experience in drugs supply management systems is an added advantage

DIRECTOR ORAL HEALTH

REPORTS TO:                    CHIEF DIRECTOR CURATIVE SERVICES

 JOB SUMMARY

The Director of Oral Health is Head of the Ministry’s Department of Oral Health Services who is responsible for the promotion, organization, expansion and smooth running of the national Government Dental Services.

RESPONSIBILITIES

  1. Advises the Ministry of Health and Child Care on all matters relating to the national oral health status and services.
  2. Ensures that all policies of the Ministry are strictly adhered to by the staff at the dental centres in the country.
  3. Ensures that the dental professional and technical staff maintain high standards of ethical conduct.
  4. Ensures that there is high professional and clinical standard of patient care at all government dental centres.
  5. Creates and promotes in-service training programmes for all levels of personnel in oral health and create pamphlets or booklets for oral health education.
  6. Ensures that there is efficient intra-departmental communication by holding periodic meetings with members of staff at various dental centres of different levels nationwide.
  7. Establishes and maintains a current schedule of dental fees for all procedures that are carried out in the department and ensure that they are strictly adhered to by all centres
  8. Liaison and continued relationship with partners to the Oral Health Services Department
  9. Lectures, on request, to professional organisations
  10. Leading and supervision of research which will lead to evidence based decision-making

QUALIFICATIONS

The candidate aspiring for the post of Director of Oral Health Services should   have the following:

  1. A Degree in Dentistry from a recognized university
  2. A relevant Masters’ Degree a must
  3. Post Graduate training preferably in dental public health or its equivalent an added advantage.
  4. Minimum of five (5) years working experience, preferably encompassing administration in health services.
  5. Registration with Medical and Dental Practitioners Council of Zimbabwe

DIRECTOR EPIDEMIOLOGY AND DISEASE CONTROL

GRADE: F

REPORTS TO: CHIEF DIRECTOR PUBLIC HEALTH

JOB SUMMARY
Responsible and accountable for the planning and operations of Epidemiology, Health Information and Surveillance, Health promotion, Communicable and non-communicable Disease Prevention and Control programs.

DUTIES AND RESPONSIBILITIES
1. Coordinates and manages the development, implementation, monitoring and evaluation of Health Information and Surveillance Systems.
2. Provides an early warning system and a trend analysis of the health status of communities including quarterly epidemiological bulletins and annual national health profiles.
3. Establishes Disease Prevention and Control Programmes, policies, strategies, goals and objectives; and periodically reviews the relevance and adequacy of the same and taking appropriate action as necessary.
4. Conducts Health surveys for baseline information and evaluates effectiveness of Health programmes
5. Develops technical guidelines/manuals to standardize case definitions, diagnosis and case management for communicable disease control.
6. Ensures implementation and enforcement of enacted Public Health legislation to support communicable programmes.
7. Provides national leadership, coordination and management of communicable disease prevention and control programs.
8. Responsible for ensuring that communicable disease prevention and control programs efficiently and effectively complement each other as well as interacting with other units and departments.
9. Plans, organizes and undertakes in-service, pre-service and other appropriate training for health workers.
10. Identifies high risk groups and calculates incidence coverage and mortality trends through medical demography and vital statistics.
11. Establish and sustain technical advisory committees for monitoring and directing various communicable disease programs.
12. Develop operational and strategic plans for control of communicable diseases and mobilise national and international funding.
13. Coordinates the designing, execution and analysis of communicable disease prevention and control related operational
research and contribute to the research finding dissemination and utilization.
14. Co-ordinates National Microbiology Reference Laboratories and animal health authorities to improve the case diagnosis and case confirmation, epidemic investigation of communicable diseases, surveillance, drug sensitivity (anti-microbial resistance
15. Ensure and promote inter-departmental collaboration and effective contribution to regional and international organizations
16. Supervises and appraises subordinates
17. Produces monthly, quarterly and annual report on communicable diseases.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES REQUIRED
1. MBCHB or equivalent
2. Masters Degree in Public Health or equivalent.
3. Registration with the MDPCZ.
4. 5 years’ experience with at least two years’ experience in the grade of DMO or three years as PMD and /or PEDCO/PMCHO
